Assisting our clients in their actions related to Armed Violence Reduction

Founded in 2015 in the Grand Duchy of Luxembourg, GEODE is a company that operates both within and outside the European Union in consulting, training and specialised assistance. Its mission is to assist its clients in their Armed Violence Reduction actions at an international level and to contribute to the success of their projects. To achieve these objectives, GEODE combines a forward-looking vision, an operational approach and support in the implementation of activities.

A group of international experts

GEODE relies on its network of high-level experts with recognised skills across all areas related to armed violence reduction (Action against mines and explosive remnants of war, physical security and management of conventional arms and ammunition stocks, fight against improvised explosive devices). The international dimension of this expertise gives GEODE the capacity to intervene wherever its clients' interests require.

Philippe Houliat – Co-founder GEODE

Co-founder – Philippe Houliat

Philippe Houliat is a former officer of the French Army with extensive experience in humanitarian demining and the fight against armed violence.
Trained early in NEDEX[1] techniques for booby-trap clearance and pyrotechnic decontamination, he served for several years in specialised units, participating in numerous demining and improvised explosive device disposal operations in countries such as Cambodia, Kuwait, Lebanon, Somalia and Chad.
As an officer, he has held positions as a demining expert for several French ministries and within international organisations (UN, EU, OSCE), giving him the opportunity to intervene in Afghanistan, Angola, Bosnia-Herzegovina, Djibouti, Kosovo, Mozambique, Singapore and Tajikistan. In 2005, he took over the management of the CPADD (Regional School for Humanitarian Demining Training) based in Benin, helping to develop it into a centre of excellence now recognised within the international mine action and explosive ordnance community.


Concretising his humanitarian commitment, Philippe Houliat left the military in 2008 to join the NGO HANDICAP International as senior technical adviser. He also engaged in consultancy activities as an Expert for the United Nations, NATO, the European Union and the OSCE, as well as for other organisations involved in the clearance of former conflict zones and the non-proliferation of conventional weapons.


In 2015, together with his 2 partners, he founded Global EOD Experts (GEODE), a company operating across the globe to support armed violence reduction initiatives.
